 2019 VALUE NOTICES AND PROTEST PROCEDURES

 The 2019 Notices of Appraised Value were mailed on Thursday, April 11, 2019, with the exception of accounts receiving   the agricultural-use special appraisal, personal property, and industrial accounts.  The remaining Notices of Appraised Value are   scheduled to be mailed between April 24 and May 14, 2019.

 If you do not agree with your valuation, you must file a written notice of protest in order to discuss your valuation with an appraiser.  If   you received a Notice of Appraised Value, the Property Tax Notice of Protest form was enclosed.   You may also file a protest by email (to ensure your protest is processed properly, please do not send a protest to any email other than protests@jcad.org).  You must include your PID or Account Number, name, mailing address, telephone   number(s), and the reason for your protest (value too high, value not equal with other similar properties, exemption denied, etc.)   

 Once you file a Notice of Protest with our office by the deadline date (the deadline is May 15, 2019 unless your Notice of Appraised   Value specifies a different date), you will be scheduled a hearing before the Appraisal Review Board, and an appraiser will call you to   discuss your property valuation.  If you and the appraiser are able to resolve your protest, please cancel your hearing before the   Appraisal Review Board. 

eFILE - ONLINE APPEALS

In order to register to file your protest online, please go to:  onlineappeals.jcad.org    You will need to enter your Owner ID and your E-File PIN number, both of which can be found to the right of your name and address on your notice of appraised value. If you own more than one property, all accounts under your Owner ID will appear in the Protest Summary once you register. Should you have more than one Owner ID, you must register each one. First time users must first verify their online appeals account through the verification email that will be sent immediately after registering.

If you do not receive the verification email, please check your spam email as your Internet provider is most likely blocking our email.  You will not be able to proceed with the online appeal unless you can respond to the verification email.  As an alternative, you may mail your protest form to our office or complete the protest form provided in the email protests@jcad.org.  

If your protest involves an exemption, special appraisal, ownership, or jurisdictional issue, you cannot file your protest online. eFile is limited to protests on value issues only.

PLEASE REMEMBER: IF YOU DO NOT RECEIVE AN EMAIL STATING THAT A PROTEST AND CASE NUMBER HAVE BEEN SUCCESSFULLY CREATED FOR YOUR PROPERTY, YOU HAVE NOT FILED A PROTEST ONLINE.

HOMEOWNERS ENCOURAGED TO TAKE ADVANTAGE OF HOMESTEAD EXEMPTIONS TO REDUCE THEIR PROPERTY TAX

           April 30th of each tax year is the filing deadline, but homestead and disabled veteran exemptions are accepted if filed within two years after the taxes on the property would have become delinquent.

2019 LOW INCOME HOUSING APARTMENT CAPITALIZATION RATE: 9.5% 
The Appraisal District is giving public notice of the capitalization rate to be used each year to appraise property receiving an exemption under Section 11.1825 of the Property Tax Code for Organizations Constructing or Rehabilitating Low-Income Housing: Property Not Previously Exempt.

 

JCAD AWARDED GOVERMENT FINANCE OFFICERS ASSOCIATION (GFOA) AWARD

The District's comprehensive annual financial report for the fiscal year ended December 31, 2017 qualified for a Certificate of Achievement for Excellence in Financial Reporting.  This Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment.  The District has received this award for 18 consecutive years. 

Congratulations to Angela Bellard, Chief Appraiser and Diana Miller,  Business Manager for their excellent work!
